Montgomery County Public Schools (MCPS) is required to provide a letter to the Montgomery County Council twice a year, by March 31 and September 30, on State Budget Category 12, Fixed Charges. Staff will provide the committee with an update on Catgory 12 expenditures through January 31, 2024, that will be addressed in the letter.
Staff will provide an update on the Board’s tentatively approved Fiscal Year 2025 Operating Budget. This will include a summary of the county executive’s recommendation on the budget that will be submitted to the County Council on March 15, 2024.
Each year, the County Council sets Spending Affordability Guidelines amounts for the four county agencies funded in the county’s operating budget. These amounts are not binding. By March 31 of each year, when an agency’s budget request is greater than the amount reflected in the Spending Affordability Guidelines, the agency must submit a letter to the County Council explaining how it would lower its budget to be within the Spending Affordability Guidelines ceiling. This presentation will explain how the ceiling was set, how the gap is lowered by the increase in state aid for Fiscal Year 2025, and describe what Montgomery County Public Schools will include in the letter to the County Council.

Staff will review the enterprise funds for Montgomery County Public Schools. These enterprise funds include the School Food Service Fund, the Real Estate Management Fund, the Field Trip Fund, and the Entrepreneurial Activities Fund. These four funds total $85.0 million in the current FY 2024 Operating Budget. A fifth fund is the Instructional Television Special Revenue Fund which totals $1.6 million.
