Each year, Montgomery County Public Schools is required to send an update on the balances for Category 12 Fixed Charges and related information to the County Council in March and September. This presentation will preview that letter and will include an overview of the end of year (Fiscal Year 2017) balances for Category 12 with specific information about each component as it relates to the variance between the budget and the actuals.
An update on the Montgomery County Public Schools budget development process and timeline will be provided for feedback and discussion. This will include an overview of the technical as well as conceptual components of developing the school system budget.
The Fiscal Management Committee will receive an update on the status of implementing follow-up actions to the May 19, 2016, Office of Legislative Audit Report.
An update on the 2019 Benefit Rates Renewals process will be provided, including measures taken by Montgomery County Public Schools and employee associations to provide cost effective and quality healthcare for employees and retirees. The discussion will include the factors that impact the rates, the process for determining rates, and the rate changes for employees and retirees.
Updated contract terms and conditions will be discussed, including specific language related to the data sharing and the protection of student and staff information. These new contract articles will be incorporated into all Montgomery County Public Schools contracts and will be added as an appendix to the Procurement Manual.
Montgomery County Public Schools (MCPS) defined benefit pension, including the investment performance for Fiscal Year 2017, will be presented. This will include an overview of the fund management process and the Consolidated Retiree Health Benefit Trust (the former OPEB trust) which holds assets for MCPS retiree health benefits.
